26.Select Layer 1 and insert new Layer. Zoom in your Movie Clip.
Click on the stage and in the Properties window change Background color to black.

27.Make sure new Layer is selected. Choose Oval Tool (or press O).

In the Properties window change Stroke style to hairline, Fill color to white. oval properties
28.Press and hold Shift and draw a circle about 40*40 px.

29.Select the circle selection
You can set width and height of the circle in the Properties window. width and height
30.Click on the stage - your circle is deselected. Now select only the Stroke. select stroke
Delete the stroke delete stroke
31.Select the rest of the circle
Choose "Window > Color Mixer" (or press Shift+F9)

Make sure the circle still selected
In the Color Mixer change Solid to Radial. Radial Fill Style
Click on the left selector radial fill settings
Change it's color to white and Alpha to 80%. For the right selector set color to white, Alpha to 0%.
Deselect the circle, it should look like this radial fill
32. Select the circle. Choose "Insert > Convert to Symbol..." (or press F8).

Name it as you like (I' ve named it "runner"), set Behavior to Movie Clip, Registration to centre.
You should see:
